Investment in childcare facilities as task of the State and the Federal Countries

Krankenhäuser und Universitätsklinika hatten traditionell einen hohen Frauenanteil und waren deshalb schon immer mit dem Problem der Kinderbetreuung konfrontiert. Infolge des Wandels der familiären Rollenwahrnehmung (beide Elternteile berufstätig; auch Männer engagieren sich umfassender in der Kinderbetreuung) steigt die Nachfrage für einschlägige Betreuungen. Im Vergleich zu anderen Bundesländern hinkt BadenWürttemberg in der Bereitstellung von Kinderbetreuungseinrichtungen hinterher und hat Nachholbedarf. Die Kapazitätenmüssenmassiv ausgebaut werden. Hierfür sind zunächst investive Mittel erforderlich. Gerade für die Universitätsmedizin könnte hier der Bund trotz des Kooperationsverbots mehr tun. Dann stellt sich aber auch die Frage der Betriebskosten, da die Universitätsklinika diese unmöglich ausschließlich allein tragen können. Die bisherigen öffentlichen Beteiligungen sind ausbaubedürftig. Bei der Verteilung haben die Personalvertretungen eine starke rechtliche Position. Sie setzen sich nach allen praktischen Erfahrungen eher für Kontingente nach sozialen Gesichtspunkten ein. Damit werden für die Universitätsklinika ebenfalls relevante andere Berufsgruppen und Ehepaare mitunter benachteiligt. Damit liegt der Handlungsbedarf offen: mehr Geld von Bund und Ländern für Investitionen und Betrieb von Kinderbetreuungseinrichtungen; aber auch das Personalvertretungsrecht des Landes könnte ein familienfreundliches Update gut vertragen.
